The underfunding letter
In 2023, the U.S. Departments of Education and Agriculture wrote to the governor of Virginia. Their numbers show Virginia State University got about $278 million less in state money from 1987 to 2020 than it would have with the same per-student funding as the state's original land-grant university.

HBCU news in Virginia
In 2026, Sen. Mamie Locke's SB 274 would restore Hampton University's land-grant status (held 1872 to 1920) without reducing funds for Virginia Tech or Virginia State; it cleared a Senate higher-education subcommittee unanimously and still needed full General Assembly approval as of late January 2026.
